As a central purchasing body as defined by the Public Contract Regulations 2015, YPO’s contracts are open to use by any public sector organisation within the UK.
YPO is a Joint Committee of Local Authorities. Authorities are under no obligation to join any framework; framework agreements are non-exclusive: authorities give no undertaking that they will purchase the whole or any of their requirements for goods through YPO frameworks. Permissible users of frameworks include:
YPO Member and Associate Member Authorities
Local authority councils: county, unitary, district, borough, and metropolitan councils (parish and community councils are also permissible users)
Educational establishments: nursery school, primary school, middle or high School, secondary school, academy, special school, pupil referral unit, further education college, university.
Police, fire and rescue, maritime and coastguard agency emergency services:
NHS bodies, the HSC (Northern Ireland) and ambulance services:
Central government departments and their agencies:
Registered charities:
Registered social landlords: government funded, not-for-profit organisations that provide affordable housing. They include housing associations, trusts and cooperatives.
Public sector buying organisations:
Other organisations:
In addition to the organisations referenced above, YPO, associated companies, and other subsidiaries of the organisation (wholly or partly owned by YPO) may utilise frameworks.
