Non-compliance with the accessibility regulations
• Some images do not have alt text, which fails WCAG 2.1 success criterion 1.1.1 (non-text content).
• Some form fields lack labels, which fails WCAG 2.1 success criterion 1.3.1 (info and relationships).
• Some PDFs are not tagged properly, which fails WCAG 2.1 success criterion 4.1.2 (name, role, value).
• Colour contrast issues on certain pages fail WCAG 2.1 success criterion 1.4.3 (contrast minimum).
We plan to fix these issues by December 2026.
Disproportionate burden
At present, we do not consider any accessibility issues to be a disproportionate burden.

PDFs and other documents published before 23 September 2018 may not be fully accessible, but they are exempt unless essential to providing our services.
What we’re doing to improve accessibility
We are actively reviewing our website and working with accessibility specialists to address the issues identified. Improvements are scheduled for completion by December 2026.
