YPO supports four of its founding member authorities whose collaboration uses its Managing Recruitment and Resourcing framework to introduce efficiencies and save costs when taking on temporary staff, while providing the added benefit of delivering greater social value.
The challenge
Kirklees, Wakefield, Calderdale and Barnsley Councils are local authorities that all used multiple agencies for recruiting temporary workers. They knew that streamlining their systems and appointing a single provider would save time and resources and that these benefits could be magnified through a collaborative approach.
The solution
The four authorities, together with Berneslai Homes, Barnsley Council’s housing provider, came together in 2010 to form The Yorkshire Collaboration. They initially based their approach on Barnsley Council's neutral vendor framework to consolidate their temporary recruitment under a single supplier. Over the life of the collaboration, the delivery model has evolved into a Managed Service Provider (MSP) model, taking a more hybrid approach to delivery.
Joining forces provided a consistent and standard way of working between each authority and the MSP. The arrangement obtains further value from the YPO Managing Recruitment framework by virtue of aggregated spend and the mutual quality requirements of each authority.
The YPO framework agreement's user guide provided clear instructions for a straightforward and efficient call-off process, which was led by Kirklees Council. To demonstrate value for money, a further competition was undertaken.
YPO has supported the group over the years of their long-running collaboration by hosting supplier engagement sessions, holding quarterly review meetings and providing continuing help and advice, including linking the group to suppliers.
The result
The latest procurement was the collaboration’s 5th generation contract.
Through the further competition process, supplier mark-up fees were reduced across all collaboration members, resulting in significant savings. For Kirklees Council, this translated to a 16% saving based on usage during the 2023/24 financial year.
In the most recent procurement, the successful supplier has also committed to delivering social value initiatives through the delivery of the contract, including staff volunteering hours for community projects, employing or retaining local workers for contract delivery, providing donations or in-kind contributions to community projects, and dedicating staff hours to visits at local schools and colleges.
All members of The Yorkshire Collaboration remain happy with the outcome of the procurement process and remain committed to this collaborative approach.
