YPO and Pagabo have formed a ten year strategic partnership designed to help public sector organisations deliver construction, infrastructure and regeneration programmes with confidence. Combining YPO's public sector procurement expertise with Pagabo's specialist construction knowledge, market reach and digital capabilities, the partnership provides compliant, flexible and supported routes to market that help organisations deliver projects of all sizes and complexity. The first phase of the partnership introduces three new frameworks, with further opportunities and solutions planned as the partnership develops over the coming years.

A fresh approach to construction procurement

Public Sector Assurance

All frameworks are procured under the Procurement Act 2023, with YPO acting as the contracting authority and providing public sector governance and accountability.

Social Value at the Heart of Delivery

Both organisations place a strong emphasis on social value and embed requirements within projects and tracks outcomes through dedicated reporting.

Compliance you can rely on. All three frameworks are procured under PA23. YPO is the contracting authority. The managed-agent model is explicitly recognised under PA23.

Two organisations, one shared ambition

Construction and infrastructure investment across the UK continues to grow. At the same time, organisations are navigating increasing regulatory requirements, ambitious delivery programmes and growing pressure to demonstrate social value and sustainability outcomes. YPO has worked alongside the public sector for more than 50 years, helping organisations access compliant and effective procurement solutions. Pagabo is one of the UK's leading construction and infrastructure procurement specialists, bringing extensive supplier market expertise, digital tools and dedicated project support. Together, we are creating a long-term partnership that gives customers access not only to frameworks, but also to specialist support, market intelligence and procurement solutions that can be tailored to local, regional and national priorities. As the contracting authority and following a compliant procurement process, YPO appointed Pagabo to provide specialist framework management, procurement support and project oversight.

Transparency is a key principle of the partnership

Framework management fees are payable by suppliers rather than contracting authorities. Fees vary between frameworks but are capped at a maximum of 2%, with the majority significantly lower than 1%. The proportion of income received by YPO remains within the public sector and is treated in the same way as other YPO income, in line with established governance arrangements.

Pagabo and YPO have formed a strategic partnership to bring a joint public sector procurement offer to market. YPO acts as the contracting authority for the partnership frameworks, with Pagabo appointed as managing agent. Together, the partnership provides local authorities, NHS trusts, combined strategic authorities, and other public bodies with access to expert-led, PA23-compliant frameworks covering construction, infrastructure, and development.

Pagabo brings specialist expertise in construction, infrastructure, estates and development procurement, commercial agility, purpose-built technology platforms and strong contractor market relationships. Together, the partnership combines the strengths of both organisations to provide clients with a robust, compliant and consultative procurement solution.

This is a contractual partnership. Both organisations retain their separate identities and operations. YPO is the contracting authority. Pagabo acts as managing agent, responsible for framework management, supplier relationships and day-to-day client support.

Three frameworks, live in 2026:

• Major Works 2026 - W/C 19th October 2026

• Developer-Led Schemes 2026 - W/C 19th October 2026

Are the frameworks compliant with procurement regulations?

Are the frameworks compliant with procurement regulations?

Yes. All three frameworks are procured under the Procurement Act 2023. YPO is the contracting authority and a Centralised Procurement Authority as defined under the Act. Pagabo was appointed as managing agent through a compliant open procurement process, with associated notices publicly available on the Central Digital Platform (Find a Tender Service). The managed-agent model is explicitly recognised within PA23. Call-off contracts are available via either Direct Appointment or Competitive Selection Process across all frameworks. Clients procuring through the partnership are procuring through a public sector contracting authority.

What does Civil Engineering, Infrastructure and Enabling Works cover?

What does Civil Engineering, Infrastructure and Enabling Works cover?

This framework covers a wide range of civils, infrastructure, and enabling works across 13 lots: civils and infrastructure lots covering, highways, rail, water and environmental, maritime, energy, aviation, nuclear and defence, and rail systems. Enabling works lots partners, demolition, remediation and groundworks and full enabling works. The framework is further split by geographic area and value.

What does Major Works cover?

Major Works covers projects valued at £5 million and above, including new build, extensions, remodelling, alterations, refurbishment, retrofit, specialist fit-out, MEP works and associated civils. It is structured across five lots by value and geography, including sustainability and quality covering England, Wales, Scotland and Northern Ireland.

What does Developer-Led Schemes cover?

This framework covers large-scale development and regeneration across seven lots:

• Development Consultants (Lot 1)
• Development Legal Providers (Lot 2)
• SPV Schemes below and above £100m (Lots 3 and 4)
• Development Agreement Schemes below and above £50m (Lots 5 and 6)
• Development Management Services (Lot 7)

This framework is unique in the market, bringing forward regeneration at scale and pace through a blend of risk transfer, construction expertise, delivery capability and private sector investment. Typical projects include large-scale housing developments and city-centre mixed-use regeneration schemes.

Both Direct Appointment (award without competition) and Competitive Selection Process are available on each framework. Full details of the award mechanisms will be included within the framework user guides.

Yes. Each framework includes Social Value Key Performance Indications (KPIs). Full details are available on request from the framework management team. The partnership is also developing a broader approach linking commercial returns to named social value outcomes in member authority communities.
