Who we are
The Local Government Resourcing Partnership (LGRP) is a framework for the public sector to access and procure recruiting and resourcing services. The LGRP, formerly known as the London Boroughs’ Recruitment Partnership was previously procured by the London Borough of Sutton.
The procurement of the LGRP has now been taken over by the London Borough of Waltham Forest, supported throughout the procurement process and contract management by YPO.
YPO is a 100% publicly owned buying organisation that establishes national and regional frameworks to meet the common needs of local authorities and the wider public sector across the UK.
The aim of the framework is to help support public sector organisations to procure HR related services in an efficient and effective manner.
The framework is available to all public sector organisations in the UK.

Background
In 2005, the London Boroughs evaluated the use of recruitment and resourcing services and contemplating testing the market to secure better value. It was quickly established that the Boroughs shared a range of suppliers and a collaborative approach would improve economies of scale. The buying power of several councils was a better option than testing the market individually.
Eight London Boroughs came together to develop a joint specification for a variety of recruitment and resourcing services: advertising agency, executive search and selection, assessment and testing and pre-employment clearances. The framework contract was let for a four-year period covering 2006-2010.
When it came to re-letting the contract in 2011 the partnership had grown to 28 London Boroughs – and saved a collective £1.5 million each year. The savings were generated from leveraging a better price from the market, and simplification of the systems and approaches across the London Boroughs. Developments in online recruitment and resourcing as well as the rapid emergence of social media as a recruitment tool started to appear. Simultaneously, the pressure to reduce public expenditure and increase efficiency had intensified. Workforce plans and budget projections showed significant lessening in the overall workforce size with many employees at risk of redundancy. By way of context, local government had incurred 450,000 redundancies since 2010 and was forecasted to make in excess of a cumulative £1m in four years’ time.
In order to address the significant cost of redundancy payments, as well as the social and economic development issues associated with widespread redundancy, the Boroughs had to take measures to improve future employment prospects. Avoiding the downward cycle of unemployment, people becoming socially excluded, a lack of taxable contribution being generated into the economy, as well as the weight of increased state benefits, are all part of a wider economic development picture the Boroughs aimed to address – with wide support from councillors and local authority chief executives.
In 2017 it came around to procuring the framework once again, and the partnership decided that the London Borough of Waltham Forest would be the lead. It was also decided the framework would be made available across the country to all public sector organisations including local authorities, police, fire and rescue, NHS, charities, housing associations and the wider public sector.
The London Borough of Waltham Forest and YPO have worked in partnership to understand the full scope of the services procured through the LGRP and the potential for other related services. Engagement with organisations and potential providers was conducted to make sure that the framework meets the needs of the public sector.
After a successful 4 year agreement, at the end of 2020 YPO and London Borough of Waltham Forest began the procurement journey for the new LGRP framework. After successful engagement and a compliant tender process, the new LGRP framework was created and awarded for go live in November 2021.

Who can use the framework?
All public sector organisations can access the framework.
What services can I buy through the framework?
The framework covers a wide range of resourcing and recruitment needs, broken down into four helpful lots:
- Lot 1 – Interim Recruitment
- Lot 2 – Permanent Recruitment
- Lot 3 – HR Consultancy
- Lot 4 – HR Marketing & Advertising
How many providers are on the framework?
There are a different number of providers appointed per each lot:
- Lot 1 – Interim Recruitment has 22 providers
- Lot 2 – Permanent Recruitment has 22 providers
- Lot 3 – HR Consultancy has 5 providers
- Lot 4 – HR Marketing and Advertising has 2 providers
How is the framework monitored?
YPO and London Borough of Waltham Forest Council manage and monitor the framework. This consists of quarterly review meetings and the review of monthly management information.
How were providers appointed onto the framework?
A. London Borough of Waltham Forest Council, in partnership with YPO, conducted what is known as a tender process. The open procedure was used, as outlined in the Public Contract Regulations 2015. The providers responded to pre-qualification questions, as well as submitting specific quality and pricing responses per each lot they wished to bid for. These responses were evaluated by London Borough of Waltham Forest Council and YPO. For more information on the tender process, please email [email protected]
Can new providers join the framework?
New providers are unable to join the framework, as the tendering process has already taken place. Any enquiries in respect of joining the framework can be sent to [email protected]
If a provider isn't listed on the framework, is it possible for me to add them to the framework?
No. The tendering process for providers to join the framework has already been finalised and the awarded list of providers for each lot is now final. However, subcontracting is permitted via the framework, so you may wish to ask your identified provider to explore this option.
When does the framework expire and is there an extension option?
The framework will expire on 9th November 2023. YPO and London Borough of Waltham Forest have the option to extend the framework for a further period of 24 months to 9th November 2025.
Is there a charge to use the framework and who pays the rebate?
There is no charge for the customer to use the framework. Suppliers are responsible for paying relevant rebate.
Do you have any information as to specialisms of providers?
Yes, during the tender process we asked providers to identify any job categories or specialisms for roles they can deliver. We have a document which we created using this information and can share this with contracting authorities, please request this document via [email protected]. Providers do have the ability to update this information throughout the life of the framework. Please note that these specialisms did not form part of our evaluation criteria when establishing the framework.
Using the framework
What is a direct award?
A direct award allows organisations to select a provider on the framework that will provide them with the most advantageous service in relation to quality and price. There is direct award criteria and pricing available for all four lots on the framework, please see the relevant lot page. If you wish to carry out a direct award you will need to assess providers on the relevant lot and understand the pricing structure available. Once you know which provider you wish to use then you will just need to complete the direct award form. This can either be completed online, downloaded or requested from YPO or London Borough of Waltham Forest Council. This form is used to set out your requirements and timescales involved. This can then be sent to the provider either through this website or directly from your organisation. On agreement of the requirements you will then be required to complete the order form.
What is a further competition?
A further competition allows organisations to create a set of questions and specific pricing evaluation for providers on the relevant lot to respond to. If you wish to carry out a further competition you will need to think about the key questions and specific pricing information that you would like to ask the providers to respond to. Once you have those ready you can utilise the LGRP template document that will guide you through the process. Please remember that this is a guidance document and it can be amended to suit your needs. The further competition should be submitted to all providers and the deadline should be consistent for the providers. Once the providers have responded to the deadline, you will then need to evaluate their bids. On agreement of the requirements you will then be required to complete the order form. How long should I give providers to respond to my further competition?
There are no exact timescales for further competitions, however please be mindful that providers need time to carry out a thorough process. Reasonable timescales will depend upon your requirements, the current market and which lot you are using. YPO are happy to provide guidance in respect of individual circumstances, please email us at [email protected] for assistance.
I want to run a further competition, how should I evaluate it?
The evaluation process for the framework was 60% on quality and 40% on price, we recommend that contracting authorities adopt the same approach. The evaluation process can be agreed on an organisation by organisation basis. Once you have evaluated you can make contact with your chosen provider to set up a meeting to work through the next steps.
I have conducted a further competition, do I need to tell the unsuccessful providers why they weren't successful?
We recommend that feedback is provided to all unsuccessful providers. The reason for providing feedback is that it helps to support continuous improvement and ensures continued appropriate pricing. Please note, at the least, all providers who submit a bid within a further competition should be notified of the outcome of the process.
Can I made an award via the LGRP website, as well as offline?
Yes, customers can make an award to providers either via the website or offline. Templates for an offline award can be downloaded from the LGRP website and sent to the supplier(s) by email. Alternatively, the customer can use the direct award or further competition function within the website. Customers can contact [email protected] at any time for any assistance.
What weightings can I use to measure quality and price?
The LGRP framework has a weighting 40% for price and 60% for quality. In your further competition and call-off document you will be required to detail your percentage split between price and quality.
If I make an award through the framework, do I need to tell you?
YPO should be notified of all awards made via the LGRP framework. You will need to notify YPO directly of your award and can do so using our Confirmation of Award document, which can be found within the template document section of our website. Alternatively, you can request the confirmation of award document directly via [email protected].
