An innovative new partnership between the London Borough of Waltham Forest and publicly owned procurement organisation YPO has led to the launch of a new national HR procurement framework. The collaboration is believed to be the first of its kind and brings local authorities across the UK access to a wide range of HR services.
Local authorities and public organisations including police, fire and rescue, the NHS, charities and housing associations can access the Local Government Resourcing Partnership (LGRP) framework launched on October 6th, 2017. The framework provides public sector organisations access to HR services including executive, interim, and permanent recruitment, HR Consultancy, as well as HR marketing and advertising.
Lizzy Grayson, Corporate and People Services Buyer at YPO explains, “This unique partnership approach will deliver a new, cost effective and flexible route to managing essential and specialist HR requirements. We carried out customer and supplier engagement to understand what was needed in order to develop the framework and this insight, combined with our team of specialist HR buyers, brings in-depth knowledge of the sector to the partnership.”
The framework, which has four Lots, has a national supplier base of nearly 30 providers and there’s no access fee for users, instead a small rebate system covers operational costs. It has been designed to support the many functions involved in the delivery of HR services within an organisation.
Lot 1 covers the search and selection of permanent and interim executive roles over £70k, including Chief Executives, Directors, Assistant Directors, Heads of Service, and aims to support organisations at a strategic level as they seek to recruit for vital leadership roles within their organisation.
Lot 2 meanwhile is designed to fulfil the search and selection of permanent roles between £30k and £70k.
Lot 3 specifically looks to support the public sector in all HR consultancy projects. It covers a wide portfolio of services from organisational design and redesign, employer branding, and talent pool management, to social media consultancy, coaching and development and creative campaign recruitment.
Lot 4 focuses on HR Marketing Solutions. This encompasses campaigns, recruitment advertising, and public notices, and includes digital marketing and print advertising.

Our organisations have worked together before and this seemed like a great opportunity to establish a formal partnership.
“We’ve expanded the scope of the framework, for example, adding two new lots for permanent recruitment and marketing and advertising, and opened it up to a much wider audience. We’ve also worked hard to make sure the process of using the LGRP is simple, straightforward, and easily tailored to meet each council’s needs. This is a framework designed by local government for local government.”
