We've been working on the renewal of the Temporary Labour framework to meet the changing and varying demands of different public sector organisations.
Part of this research has included supplier and customer engagement. A Prior Information Notice (PIN) and Request For Information (RFI) was created in December 2018, which initiated the start of supplier engagement. This then progressed into meetings and discussions with incumbent and new suppliers to discuss the requirements of the new framework.
One of the key things that we aim to achieve is keeping our frameworks relevant and always looking at ways to enhance the offering. During the development of our new framework, there's been lots of market engagement with customers and suppliers to understand the complexities of this shifting market.
Engagement days took place in January and held at our HQ in Wakefield and at London Councils, where customers were invited to come and take part in the discussions around creating the new framework. This was an integral part of the development, and gave customers the opportunity to provide essential information to create a successful framework. This also supported the decision of including HR additional services which will form part of the new framework as supporting functions to the Managed Service Provider (MSP) for Temporary Labour.
The new frameworks will look at ways to address the challenges faced in recruitment, and consider the varying demands in the public sector such as hard to fill roles, differing HR spends, changes in technology, delivery models and flexibility around HR additional services.
Technology and AI will play a key part in the future of HR recruitment and is evolving, and this will be supported in HR additional services in the form of areas such as employment screening, self-serve systems, payroll, engagement, benefits and communications.
The main aim of the new MSP Temporary Labour framework is to ensure it supports customers in the public sector offering an all encompassing solution for Temporary Labour including the HR additional services and support them on all aspects from hire to retire.
