Managing Care Solutions will allow for the overall management of social care services through one system which is supported and delivered in partnership with the provider. The framework gives an overall visibility of each service users spending patterns and the wider over-arching authorities spending patterns within the social care sector, there has been a high agenda for change within the social care and health sector and this solution will support this. The aim of this framework is to allow authorities to really understand their expenditure within the sector and ensure it is controlled and manged effectively.

YPO envisage that this framework will allow for the overall management of social care services through one system this will be supported by the provider. It will include constant engagement and management, the provider will work with the authority to development the strategic management of social care services. The solution will have the ability manage the authorities’ current framework contracts and allow for spot purchasing.

All authorities will have frameworks that they procure for the delivery of social care services, the suppliers on these frameworks will need to be integrated into the service and it should have the ability to track all framework contracts through the system. This should be accessible for all service users, social works, brokerage team etc.

Where users have a personal budget or the authorities chose to spot buy services then the providers will have engaged with the market and service users to create a person-centred portal to allow users to purchase all of their service users requirements. Access to this portal will be for service users, social workers, brokerage teams etc. to allow for a centralised management of these services. The provider will fully manage the social care spend and delivery model and work with the authority to manage costings and ensure the supply market meets their demand.

The aim of the solution is for the successful provider to support the delivery of managing all social care services through engagement with the authorities and the portal management.
