Incident Ground Feeding
This is a framework for self-heating meals, Beverages and Ration Packs for situations where hot meals and food supplies are not available. It is a UK wide framework agreement that is available to any eligible UK public sector organisation. The framework can be used to procure services both above and below the OJEU threshold. Through the framework customers can sign up to use Incident Ground Feeding – self heating meals.

Who can use the framework?
The framework agreement is available to all public sector bodies, including Emergency Services, central government and the wider public sector, social housing organisations, and voluntary and community sector bodies.

How can I use the framework?
Direct call off. Customers must contact the supplier which meets their requirements, all suppliers’ details and prices are at the end of this User Guide.

  • Reduced timescales – Customers don’t need to run a full OJEU procurement through this framework as it has already been done by YPO. All you need to do is identify your requirements, present them to the market and award a contract.


This also benefits suppliers as they only need to complete on OJEU procurement.

  • Lot 1 - Self-heating meals
    Self-heating meals, designed to be heated when there are no other means available to heat the food. The pack should include everything required to heat the meal, contained all in one pack.

  • Lot 2 - Self-heating beverages
    Self-heating beverages and soups, designed to be heated when there are no other means available to heat the beverage or obtain a hot beverage. The pack should include everything required to heat the beverage contained all in one pack. The beverages/soups should be ready to consume in less than 10 minutes.

  • Lot 3 - Ration packs
    Self-heating ration packs, designed to be heated when there are no other means available to heat and/or obtain the food and beverages. The pack should include everything required to heat the meals contained all in one pack. The ration packs should be ready to consume in less than 20 minutes.
