Category Manager – Buildings, Highways & Construction

Grade 12 - £43,570 to £46,662 per annum | Permanent | 37 hours per week | Closing Date: 23:55 on 17th July 2022

 

YPO is the largest formally constituted local authority purchasing consortium in the UK providing public sector customers with a 'best value' procurement route for goods and services. With an annual turnover in excess of £1 billion, YPO enables their Public Sector customers over 100 contractual Frameworks and dedicated procurement support from Category Teams.

 

Due to expansion, an exciting opportunity has arisen at YPO to join the newly formed Buildings, Highways and Construction Team, as Category Manager. This is a unique opportunity to start and shape a new Category at YPO.

 

The Category Manager will be responsible for implementing and developing a Category Strategy within the portfolio to shape and lead an end-to-end productive category management approach to the effective procurement of Buildings, Highways and Construction products and services for YPO’s Public Sector customers and wider collaborative partners.

 

The role has direct line management responsibility for 3 procurement professionals and the Category Manager will be accountable for the overall team delivery. Additionally, the Category Manager will coach, mentor, and support the skills and continuous personal development of the team.

 

Key Responsibilities include:

  • Full ownership of your category day to day.
  • Develop and design a full 3-5 Year category strategy to grow the category.
  • Effectively liaise with other Category Managers within Procurement Services to ensure cohesive procurement solutions are implemented.
  •  Initiate, develop and manage framework contracts covering a range of services (and relevant products) capable of supporting requirements within the public sector. Responsibility to grow the Category inline with the market and customer demand.
  • Lead by example on a first-class supplier relationship management and contract management programme.
  • Develop a marketing plan with internal and external stakeholders to effectively communicate to customers about the benefits of our solutions.
  • Manage collaborative commercial agreements with other PSBO’s or collaborative customer agreements.
  • Create and deliver thought leadership with suppliers and customers: Inspiring with best-in-class insights, creative ideas, you will proactively create knowledge and market lead information.
  • Work closely with internal departments, Marketing & Contracts, to ensure smooth effective working.
  • Be confident in the full end to end procurement process, as well as supporting public sector customers through their individual call offs.

 

Candidate requirements

  • Candidates will have a proven track record in procurement within the Public Sector (PCR15) demonstrating a track record of large complex procurements and full end to end contract management. Able to demonstrate the ability to manage collaborative outputs within diverse complex arenas is required.In addition, the ideal candidate will be an effective communicator and possess the drive to deliver cost reductions, efficiencies, and improvements for the public sector.
  • Have an understanding of the challenges facing Public Sector and how this can impact on their procurement.
  • Well-developed commercial skills, be a skilled operator with the ability to lead, manage and inspire their teams.
  • Experience with supplier performance managements, setting and monitoring KPIs across multiple frameworks and suppliers.
  • Management experience.
  • Confident to analyse data, utilise Excel and Power Bi to understand buying patterns and market trends to use in planning and decision-making.
  • MCIPS or willing to work towards.
  • Experience or knowledge of the Buildings, Highways or Construction market.
  • Have strong leadership skills to develop both the Category to achieve strategic goals, and people development within the team.
  • Be a confident communicator and presenter to varying audiences.
